hot water tub problem

I am actually in the US, but I have oil heat.

Basically when i turn just the hot water on in the tub it lasts 10 seconds than goes completely cold. Another problem I see is no matter what you adjust the hot water setting to be you have the same amount of pressure, it doesn't slow down if you just open the tap just a little bit or increase when you open it all the way. Other than that I am not sure how to adjust any other rate of pressure for the system in the house, just what is done on the tub.

Suppose you turn the hot down to a lower rate. Adjust the flow to 9 litres =2 UK gallons = 1 household bucket, per minute and see how hot it is.
Heat/flow rate is limited by the boiler.

How do I adjust the flow rate to make it 2 gallons?
