Hot water

I run a vaillant 280e, we recently had problems with our thermostatic shower running from the boiler, the water would be cold or luke warm so had to turn up the shower unit to max. I bought a new unit thinking it was the shower and we have the same problem. All other water is ok although we do have to turn the flow down which is not unusual.
Can anyone shed any light on the problem?
 
Sounds like the hot supply is not getting through. Might be worth speaking to the shower manufacturer for advice. :D
 
Is it OK in the summer, if it is then it could be the boiler not rasing the temp enough eg

incoming cold water in summer at 20C boiler takes it up by 35C = 55C @ shower = very nice shower

In winter incoming cold at 8C + 35C from boiler only 43C @ shower = very cold shower
 
No other probs with other taps, temp was ok in winter & summer.
It just started to get luke warm without warning.
