Hotpoint TDC30P tumble dryer

Our tumble dryer was not drying properly, only ever getting warm. After taking the back off and trying it only one part of the element is working/heating up.
Does this mean replacing the element or could it be one of the thermostats has gone?
Hope someone can help! I don't have much money at the moment so need as cheap a repair as possible

Is the condenser clean ie flushed out.
