hotpoint ultima wt640 - every led and the display flashes

hope someone can help, when the machine is turned on - every single led flashes as well as the display

no error code is displayed, and after mabye 20seconds the flashing stops and the machine returns to normal, and is fine to use and works exactly as it should.

Ive already cross referenced against the error code list ive read in other posts, but nowhere has any info on if every single thing is flashing.

the c17 cap on the pcb. ordered 5 from ebay anyway seein as they are only £1.20 posted, and will check the cap over the weekend
