Dirty water or clean water?
Filling with water when not in use has two possible causes. Either the water is running into the machine from the sink (plumbing issue) or one of the water inlet valves isn't shutting off properly.

A machine filling with clean water over an extended period is caused by a faulty inlet valve. You can get one here or google it yourself (not a major job to replace).
