How do I insert text over a scanned document?

I have scanned a document into word 2007 (vista) which is a form where I need to type information into boxes. Word will not allow me to do this on the scanned form.

Anybody got any ideas?

Scan it in again but as a TIFF/JPG file then use a graphics editor to enter the text
