How do I know the overheat thermostat is faulty? Combi

Halstead Quattro Combi.

I'm getting pump but no fan on both CH and HW. No power to fan (and obviously no ignition or gas flow). Tha manual suggests resetting the overheat thermostat by pressing a rod on top of the case which resets a jigger on the thermostat, but the thermostat is already as far down as it will go. No red light on the control board, which suggests it has not tripped.

The other suggestion was the pump overrun thermostat wiring, which seems in order and the pump turns on and off as required with no overrun (because the water is stone cold!).

Suggestions?
