Our stairwell looks awful. It was badly plastered and then painted directly on the plaster. I'm not sure what sort of paint it is but it's stretchy when you pull it off, almost plastic-like. There is also a lump across it where a handrail was removed. I want it to be a plain painted wall so how on Earth do I get it to a good enough condition to paint? I don't suppose I can just sand the lot, can I? I really don't relish the idea of stripping the paint off!
