How many lights?

Depends whether you mean "electrically safe" or "safe in the event of a loss of power to one circuit causing complete darkness"
what else is on this cicuit? and is this a standard 6A lighting circuit?

18 * 50 W = 900 watts. I'm unsure how many lumens that is for halogen, but quite a few. You sure you want it that bright ? Exactly how large is this large area ?
