How serious is this damp?

Hi

I'm considering buying this house but there appears to be a damp problem in the upstairs bedroom external walls. The paint is bubbling and peeling, and in the upper corners there are small spots of mould appearing in places. Also in the gables it looks pretty damp and the double glazing looks damp as well

There doesn't seem to be any issues downstairs. The estate agent has said the problem is caused by blocked gutters and downpipe, but I'm wondering if there's a more serious roof issue.

Anyone have any idea how severe this could be? I might put in an offer but wondering how much to knock off to take the necessary work into consideration.

You can knock £0 off. That's mould caused by whoever loved there before
 
black mould is often a sign of condensation, apparently this type of mould loves super clean water, and condensation is pretty much distilled water. May be it is a sign of poor insulation? Interesting that next door has fitted some vents?

as for blocked gutter etc, the pictures don't seem to show any staining on the outside?

Need to take a much better look to be sure of anything
