Why would it be? They are dealing with a bully and need to choose their words carefully. Where did they say 64% is correct? They said it doesn't reflect the true situation.
 
Its also worth stating these are additional tarrifs, on top of any already existing ones.

It's also likely to be the largest single tax rise by the US government since the 1960s.
