Do you mean (a) when there is a call for CH and HW, or (b) when there is a call for CH only?
If (a), then the white wire should have 230V, the grey 0V and the valve move to mid position, which can be checked by feeling if the manual lever is loose for part of its travel and then stiff as the valve moves to CH only. If there is no "play" at all in the manual lever, then the valve is still stuck in the HW only position. This means that the motor is not driving the valve.
In HW only, or HW and CH, power to the boiler comes through the HW thermostat not the valve.
If (b), then the white and grey wires should both carry 230v and the manual lever should be completely loose, with no stiffness.
In CH only, the power to the boiler comes through the orange wire - this is not the orange wire of the motor but the orange core in the valve's cable.
