How to do this block paving?

Hi I’m looking to get this block paving done, I had a planted area with bricks which has been removed, also there is a virgin media cable there which needs building, Whats the best way to do the block paving what vase is needed, concrete or sand? Any advice would be great thank you

I rebuilt part of a drive not too long ago with the same pattern.

Mot base, and then sharp sand tamped both down.
(made a homemade concrete tamper - perfect for small areas and cheap!)

A further small layer of sharp sand to lay the patio bricks into and then tamped the bricks down.

Finished off with the closing edge to avoid excess movement.
 
That Virgin Media cable should have been buried at least 30cm below ground level to avoid damage.
When I had Virgin installed in Liverpool many years ago they had to ask my permission to remove the border blocks so they could bury it. I agreed on condition they re-instated the blocks as they were and using the correct method to make sure they didn't wobble at a future date.
They did it and around 10 years later the blocks were still firm when I sold up.
