As Wotan; whoever did it hasn’t prepped it correctly & there is no adhesion between the old & new plaster; I assume this was a re-skim over an existing skim finish? If the adhesion is bad, it will probably mean stripping it all off & starting again which could be a lot of work. It may be a genuine mistake & the plasterer will go out of his way to put it right but you should also consider if you could you trust them to do it correctly next time!
