How to get rid of salt on wall?

I had my kitchen plastered about 2 years ago and a patch (12x24 inches) has appeared at head height that is bubbling up salt. The rest of the kitchen is fine. There is no nearby source of damp or water, so I assume either the cement or plaster was contaminted.

How do I get rid of it?
