How to gravel a car park

I live in a big house with 4 flats and we have a car park that fits 5 cars.

Bits of it are loosely gravelled (ie. someone threw done 1 or 2 small bags!) and the other half is a bit soiley and weedy, because it's not been kept right.

I want to get some large bags of gravel/stone to put down.

I was going to remove all the weeds and as much soil without digging too deep,
what other sort of preparation should I do underneath the top layer and how can I keep it relatively level?

A short term fix? Dig down, put down landscaper fabric to stop weeds. Lay sand. Compact. Then gravel.

Really, what's your budget?

The budget depends, as it comes from a shared fund between the 4 flats - and 2 of the flats don't really care about it that much! So I have to sell it to them... and I don't mind undertaking a bit of the work myself.

So I'm looking for a budget range really, and where compromises could be made.
