How to pack underneath edge of plywood floor

I have karndean flooring laid on plywood. There is a step down from this floor along one edge.

The flooring bounces at this step, causing the hidden beading on the plastered edge to flex and crack the plaster.

I have removed the decorative metal strip to reveal the edge of the plywood (see photo below)


There is a gap between the plywood and the beading, and a gap of about 5mm between the top face of the beading and the solid floor (brickwork?) below it. So I need to inject some sort of filler through the slots in the beading, as well as fill the gap under the plywood. Am I best using something like grab adhesive for the job?
