How to paint over chipped paint on old coving

Hi everyone
I've recently moved into a 1930s house that hadn't been decorated in a long long time.
The coving is painted in a pink paint that has a lot of chipped paint and cracks in.
The paint can easy be removed by chipping with a knife.
I don't want to have to remove all the paint. I have had a go at sanding the areas and filling as seen in the photos.
Now I have seen Zinser peel stop in the shops. Should I be using this before repainting? Or should I have used it before filling.
Any advice appreciated!
