How To Plaster Rough Looking Bathroom Ceiling?

Hi,

Ceiling is rough looking but not peeling. It's been painted over a few times. Should I tape cracks with mesh, paint External PVA/SBR 2 coats then skim as normal? Obviously checking first if any of it is peeling AKA run a scraper across quickly but not scrape everything off?
