How to prep the wall to paint after removing partial wall paper liner

Hi there!

I am wondering if I can have some advice on how to prep my wall for painting? I has been lay with some sort of wall paper liner and some areas have gone bubbly and cracked due to previous damp or wall movement. For big bubbly area, we cut the wall paper liner and stripped back. Now I am wondering how best to make it level? Jointing compound and a light skim over?

There are also areas where the wall paper liner has cracked. I don’t suppose there is any advice on how to smooth these over l?
