How to remove cracked paint off Tyrolean render

Hi all we purchased our bungalow 2 years ago and we have spent much money in doing it up inside. We are now in the process off preparing to paint the outside but we have a problem. The render outside is Tyrolean and there are several coats of paint on the wall but the paint is cracked in many places (but some of the paint is solid and sound). I wish to remove all the paint off the walls without damaging the render so i will achieve a good finish. What is the best way to go about this? Ive tried using a scraper which is fine for the flaky areas but no good on the sound areas. Ive also used a bolster chisel gentley knocking the paint off but this is very tedious and slow. I spoke to a builder and he said to use a needle gun to remove the paint , i also spoke to another builder and he said not to use a needle gun as this would damage the render. I also spoke to a decorator and he said to use a needle gun so im now a bit confused!! Any help in this would be greatly appreciated.

Why bother taking any more than the flaky stuff off? Masonry paint is quite thick so you'll never notice a thickness of paint.
 
Scrape off the loose stuff and apply a coat of stabilising solution to the walls. when dry carry on painting as normal.
