How to remove flashing and render ?

If you cannot simply pull out the flashing then using a small angle grinder you could grind out where the lead has been turned into the mortar beds. Grind out & re-point much of the beds & perps to match.
The white sealant/silicone can be mostly scraped off with a cheap wallpaper scraper.
Fitting an abrasive cleaning disc to an angle grinder or drill will clean up the bricks.
Any residue can be removed using various chemicals or brick acid.
Work from a platform or a footed ladder taking due H&S precautions esp with the acid.
