At the weekend we removed a blocked radiator from the wall and flushed it out in the garden. Unfortunately we managed to spill some of its contents - horrible black liquid - onto a kitchen chair which has a white metal frame with two white plastic panels for back and seat. These are now quite badly stained and despite our best efforts using methylated spirit and white spirit we cannot get them to budge. Any recommendations as to what we might use? Oh...we've tried elbow grease, thank you. :)

The black stuff is fine particles of rust, so you won't dissolve them in anything less than say hydrochloric acid.
A nail brush and a Cif type cream cleaner which is slightly abrasive would probably be best, but once they're buroied in the plastic...

You will probably find that they will dissolve in warm citric acid.

You could try concentrated lemon juice or buy citric acid crystals which are available from some Indian shops.

Well, having tried the Cif and a little lemon disinfectant we haven't really been sable to shift the stains. As for Tony's suggestion re the citrus acid crystals we simply have not been able to find any local source.

As an alternative option is there any paint on the market that would be suitable for platic? The chairs have a matt finish. Thanks again for any help. ;)

All the supermarkets I have ever visited have plastic lemons containing concentrated lemon juice!

The are bright yellow in colour!

Your chemist might have citric acid crystals too.
