How to remove tap piece?

I suspect that is part of the clear head an insert that has come away and stayed on the tap.
Try soaking the spindle in vinegar to dissolve any scale and gently lever the black bit up with a screwdriver.
Best solution is to fit a pair of tap revivers they will sort out the problems with your taps and give them a new lease of life.
