How to send all voice calls to voice message?

Good Morning Folks

I have a pay as you go sim card in my Samsung Galaxy S4.

Can someone tell me how to send all incoming calls to voice mail?

I have looked at various youtube videos and searched on the internet but still can't seem to do this.

Turn it off, or put it in Airplane mode.

Copy of user manual here http://www.samsunggalaxys4manual.com/ , have a look at call forwarding and set number to your voicemail number.

You didn't say what network you're on so I can't tell you what Your Voicemail Number is - you'll have to look it up. A good Google search To find the info you're after would be (for the ee network) "EE voicemail from abroad"

Example:
EE voice mail number is tel:+447953222222
So the full command is *21*+447953222222*11#

I did not see who your provider is. But on Vodafone there are short codes for Voice Mail, so it is not Phone Specific.
So "Divert all calls to Voicemail" is "121 2"
And to put it back to normal is "121 0"
