How to skim over this....

i have a very shiny finish on my walls. i don't want to lose any (even 20mm) by overboarding (dot and dabbing) will multi-finish stay on?? i was thinking of cleaning (sugar soap), PVA-ing (let first coat dry completely and then apply another before skimming). Is this likely to work or is there other prep work i should be doing?

pva is not the answer. score or remove the shiny stuff. then see what’s left.
how fast to the wall is the shiny stuff?
 
it is fairly fast - i am not sure if the whle lot might come off if i try to get rid of the shiny stuff. I thought about scoring it....
