how to turn on a pegler terrier radiator valve

Hi radiator in our kitchen is turned off - not the bit on the right that has an arrow on it to turn on/off but the bit(?valve) on the left. It has a cap on it when i take the cap off theres a brass pin sticking up with a big nut thingy underneath - is this what i turn so the radiator will come on??? I dont want water to come out or stuff up the rest of the heating.
Any help most appreciated

the bit with the brass pin and nut is call a thermostatic rad valve, TRV with the cap or top section screwed on properly, that is the one you open. with the cap off the pin should be sticking up A BIT. while it is up with the cap off the rad should work, if not the pin is stuck down and you need a new trv.
 
From what you've described the one with the arrows on is your wheel head valve which you use to adjust the heat produced by the rad and the other is your lock shield valve, which shouldn't need to be touched once set. However if its been turned off then you need to turn the spindle (or pin as you've described) in an anticlockwise motion. You can do this with an adjustable spanner. But do not undo the nut underneath as this will cause a leak. A few turns should be enough, hope this helps
