hunging wallpaper on a cement wall

Hi, renovating project continue :)
In master bedroom there is a wallpaper that has been painted by previous owner, but wallpaper itself has been hung straight onto cement render wall, no plaster underneath. Can I strip wallpaper and hung lining paper on this wall or should I plaster it first. Cheers.

In a perfect world and going by the book the wall should be skimmed prior to hanging a wallcovering, but we dont live in a perfect world and therefore have to often slightly bend the rules. So, it is acceptable to hang a wallcovering on a rendered surface, if the paper of which you intend to strip is well adhered your question has really already been answered.

You say that you intend to line the walls so go for nothing less than than 1200 grade paper, and you should be fine.
