hw ok ch just warm

I have a Baxi Solo2 PF50 boiler that stopped working. Burning smell coming from boiler.

Called in an engineer who changed pump and mid position 3 port valve.
this didn't work so he looked in the boiler and found a black burn mark on the pcb, he replaced this and the boiler is now working.

The problem is when programmer is set to hw water gets hot, when set to hw and ch radiators get warm but not hot and water is not hot,when for ch
radiators just get warm.

I realise this problem is answered in FAQ's but I want to know if there could be any other cause as the valve is new.

I intend to call the engineer back to fix the fault but don't want him working his way through the system changing things until he hits the right one.

is the header tank full

has the system been bled properly (not just the rads)

Yes the system has been bled and the tank is normal also checked for sludge.

Is this a new fault or its always been the case?

If the latter then I would think it needs a lockshield on the cylinder coil as that may be starving the heating.

Changing all those parts makes me think is is a nupty.

I asssume the boiler knob is turned well up?

If so then I expect he has not connected something properly.

My opinion exactly but I'm a structural engineer not a gas engineer.
