Hydronic Plinth Heater Problem - PLEASE HELP

I have fit 2 x Hydronic plinth heaters and seem to be having some problems.
When they were first fit they were giving out alot of heat but for some reason they now seem to be putting out just warmish air.
I have tried turning the heating up and also turned off all of the radiators in the house but nothing. The piping to the heater is 10mm and although 15mm is advised, when i spoke to them they said this would be fine. The pipes that run to it seem to be very hot to touch and i have used the bleed valve on the front and only water comes out.
I am confused at how they can be fine one minute and not now, PLEASE HELP
