I'm not sure what you wrote there but are you saying the '17th' states to use an RCBO?

correct myself, 17th does state rcd protection to cables less than 50mm in wall

Yes but it doesn't state that you need to use an RCBO (OPD and RCD would be adequate )

Also don't forget the likes of earthed metallic conduit and other alternatives.
