neutral connection missing?
The clue could be in the name of the website " isnichwahr " colloquial German which translates to "is not true"

It looks like a straight 3 phase supply with no neutral. I’d imagine the load needs a neutral so a neutral to earth link was installed. Seen this done on more than one occasion.
