This is the best video I have seen so far. It's basically a slow motion close up and it's best to watch it full size. I now think what happens is that he didn't get hit or jump. I think he had his hand on the bonnet and when the car moves he slips. The same happens to the other agent behind him. And this all seems to happen immediately after he shoots. You see the plume from the barrel just before he slips/jumps/gets hit. Maybe she panicked when he shot the first time and put her foot down.

He draws his weapon points and then fires at the same time as the contact with the car as she drove off. He did not fire straight away

She is driving extremely slowly when he fires. And then a split second later he stumbles or slips or has contact with the car. Someone else has just suggested it was the recoil which knocked him back. But he definitely fires first because you can see the plume.
