Ideal Atlantic Combi Boiler - Preheat Function Warm Water Only

Hey guys the house i am renting has the above boiler. I noticed the instant hot water was not as warm as it used to be, maybe I'm wrong but i asked the landlord to get the engineer out, it has cover anyway.

The preheat button makes no difference, if i set the hot water to 50 C, when i open the hot water tap, it starts around 30 C and slowly build up to 50 C. Is this correct? Any previous boilers i had usually preheat the water to the set temp , the engineer says the ideal boiler is functioning properly.

Any info guys to put my mind at ease?

Looks and seems correct to me. Perhaps what you may not realise, the incoming cold water temperature can affect the hot water output. Maybe turn the temperature up too, as it looks low imo.
