Identify sheathing on old copper pipes?

Can anyone tell what is this sheathing on old copper pipes? (red arrow). It's almost paper thin with holes in it.
Is it asbestos?

Looks like the plastic lining of the hair felt, which is just like that. Nothing to worry about.

As above, I'd be more worried about the tee to the left which looks like it's pinholed...
