I'm guessing this drain is supposed to be blocked like this?

We've been living here for about 8 months and have no drainage issues that I'm aware of, but I've only just noticed that this drain underneath a rain gutter is completely and, apparently, deliberately blocked with soil and stones (grating removed by me). Presumably the idea is that rainwater just either soaks through, or overflows onto the driveway?

Nope, it should be clear and clean of obstructions. You need to investigate further, clear it out.

The green on the wall, suggests that any flow down the pipe, is also soaking/splashing the wall. Worth addressing that, at the same time.
 
OK, will do. Just seems *too* comprehensively blocked for it to have happened unintentionally.
 
Might be a soakaway of sorts, but could be years worth of detritus that has come off the roof and found its way into the gully. Advise caution scooping it out by hand, you never know what might be in there, but clean the pot out, and see if it then drains away.
