Could thermostat be at fault. When wired through thermostat there is power going in but none going out to heater. If I connect the 2 wires together without thermostat and switch power on I can hear what sounds like heater working.

Thermostat has either failed or, if one is fitted, the overheat protection has tripped.

Have a look at the top of the thermostat and see if you can see a reset button.

If it pops out again the thermostat has had it and will need to be replaced. It is essential that the replacement is suitable for the size of element and the position (horizontal or vertical) it is fitted in the cylinder.

If you replace the thermostat, make sure that all the wire strands are connected in the terminals and that both terminals are secure, or the terminals will overheat.
