Improving underfloor heating advice

This is my underfloor heating set up. My builders put it in about 15 years ago and I’ve never been happy with it. Not surprising really with an air gap and chipboard flooring with engineered oak on top. I am taking up the floor now for another reason but I’d like to know how can I best improve the underfloor heating when I put it back. Screeding in I believe is the best option but I don't think I am about to do that. There probably isn't enough depth anyway. I was considering either retro installing aluminium spreader plates and/or filling the air gap with pug mix. I’ll probably have to replace the chipboard with maybe something thinner and more thermally conductive.

Would really appreciate some advice. TIA
