Incoming water pipe - what if?

Our incoming water supply to our terrace houser(row of 6 houses) goes through the cellar of each house before coming up into the kitchen to the stop tap. Each cellar holds water but doesn't sit in it, the pipe looks rather green too.

Me being totally paranoid n'all if this pipe were to burst, or leak what exactly do you do to prevent a major flood? and has anyone ever been in the situation where the incoming pipe has burst and found no way to stop the water?

There should be a main stopcock in the street that supplies all 6 of your houses. That will stop the water to the entire terrace.
