Incoming water service relief discharge point

This is for a new building. A local county has a requirement for a relief valve (100 PSI) on the incoming water service. Unfortunately, we do not have a good location for the discharge of the relief as the county will not allow this to go to grade. There are no mechanical rooms or floor sinks/mop sinks in the area of the incoming service.

The question is where we run the relief discharge without creating a new sump or mechanical room in this area?

I don't think anyone (at least most of us) here will know about plumbing to code in USA :rolleyes:
