If the road was originally designed for a capacity of 7 dwellings it would seem reasonable. How can we answer your post if you are not forthcoming with any useful information? If you think you have reason to appeal, you should do so.

the lane is an old unmade road .the original objection from highways was significant increase in traffic. but pulled the word significant out at the committee meeting. think highways maybe back tracking.
