Increase pressure from hot water tank?

I live in a 2 storey house with a sealed central heating system with a hot water storage tank.

I am getting little or no pressure/flow from my hot water. The hot water tank is in a cupboard on the first floor directly under the cold water tank which is in the loft.

Even on the ground floor kitchen the flow is very poor, is there any way of increasing the flow from the tank.
I understand it is based on the pressure / gravity from the cold tank that forces the water out the hot tank, but the pressure from the cold tank to the upstairs taps is fine.
