Increasing Radiator Size

Hello,
The upstairs of my house never seems to get warm. The insulation does need improving which I am about to carry out. According to various heat loss calculators I have used, the upstairs radiators are under size even with improved insulation and a design temperature of 18 deg C for the bedrooms. The boiler is oversize for the system so I am considering increasing the size of 2 bedroom radiators and adding one on the landing.

I would like advice on what effect increasing radiator sizes will have on gas usage. I'm not sure what the answer is because on the one hand I figure larger radiators means more heat output from the system which means a greater heat input from the boiler hence increased gas usage. On the other hand I figure that with correctly sized radiators the TRV's will shut off when the room gets up to the desired temperature (which currently doesn't happen) hence the boiler will tick over more rather than run more or less flat out as it seems to now. I'm interested to know what the net effect on gas consumption is likely to be not just because of the cost but also the environment.

I'd be really grateful for any advice
