Indoor Water Meter Leak

Helping out a family member in his kitchen. On pulling out the old sink unit, I can see a tiny drip/leak on the inlet side of the indoor water meter (never knew they did indoor ones). The fitting has a seal (wire is broken) on it, obviously to deter tampering.

Question: Who is responsible for fixing it? The water co or me? In any case, even if only undoing and taping and retightening the fitting, the seal will be broken.

Turn off the water, drain down any water and remake the joint.

Between posting the pic and your reply, I had the brainwave of phoning Welsh Water. They are coming out (for free) in the next 24 hours. Result, if true! Ta.
