Kitchen Faucet Leaking

My kitchen faucet is leaking at the neck where it joins the sink to underneath. Now turning on the hot water does not make it leak but turning on the cold water does.

I had a plumber come out to check under home warranty and his response after 30 secs of checking was that the faucet is broken and needs replacement and faucet plus installation will cost be $400.

Does this sound right?

this is a UK site. Your water pressure is higher than ours and your taps are different. Post a photo and we may have some ideas.

I suppose if you are not fond of DIY plumbing you have to pay someone.
