Indoor Water Meter Leak

Helping out a family member in his kitchen. On pulling out the old sink unit, I can see a tiny drip/leak on the inlet side of the indoor water meter (never knew they did indoor ones). The fitting has a seal (wire is broken) on it, obviously to deter tampering.

Question: Who is responsible for fixing it? The water co or me? In any case, even if only undoing and taping and retightening the fitting, the seal will be broken.
