My contractor are going to plasterboard the ceiling of my garage and the rsj in the midle of the garage is flash to ceiling joist. The loft above the carage ceiling will have insulation between joist
Is it normal for the plasterboard to touch te rsj or should it be a gap ?

I'm concerned about the steel migh cause damp to the ceiling?

Assuming you're converting the garage to a habitable room?
Over time, you might get 'pattern staining' where the beam is, showing as a slightly darker line along the ceiling.
Why not just wrap some of the insulation over the beam, to keep it more at room temperature?
