I will be moving a radiator to a new position and will have to drain some of the water off.The combi system was installed about ayear ago, flushed and then inhibitor added. My question is can I re-use the water/inhibitor mixture that I will be draining off or should I start afresh and drain every thing down. The rads are all fed from the boiler in the loft and are all drop feeds.

Don't bother draining what you don't need to.
Drain required drop refill and top up with maybe a quarter bottle of inhibitor.
If you are feeling flush put extra in as it won't do any harm :D

If you close the valves on the rads, maybe just upstairs, you won't lose much,
