If it's not water soluble, nail varnish remover often works. But you do need to be careful that it won't dissolve the fabric or othewise damage it. The challenge always is to avoid simply spreading the ink. It has this annoying tendency to spread from a spot to a patch as soon as it gets the right solvent.
If water fails I always try (ethyl) alcohol next. If you don't have any meths, vodka is 37.5% ethyl in water and very little else. It's good stuff for cleaning tape deck heads too.
