Install downlights in existing ceiling

Due to have kitchen ceiling replastered and wanted to swap from central single light fitting to half a dozen downlighters.

I had thought the plasterboard would need to come down giving ample access to the joists and wiring etc but the plasterer has had a look and the plasterboard is sound (basically the existing plaster loosened the artex to which it was applied, and the whole lot is coming off leaving solid sound boarding).

The plasterer says therefore don't remove the boarding, and also said the spots could be fitted after plastering.

I can't see this myself because surely the electrician will need to span joists etc to run the wires?

Is it possible to retrofit spots in what would be a finished and freshly plastered ceiling or am i better to get everything run before the plasterer makes a start?

1st fix before final finish - so run wires, poke wires through plasterboard.

2nd fix after final finish - the wires sticking out where the lights will be. Core out holes here and fit the lights.

Do you have access from above the room? In which case floorboards can be lifted and the cables run from above. This is the best option.

If no access then it will have to be done from below either by taking down existing ceiling and replacing or by making holes in existing ceiling which can then be repaired. If the latter then get the electrics done first.
